May 2026 updates the regulatory map last published in November 2025. The number of jurisdictions with active AI companion regulation grew from 7 to 11 in six months. No major jurisdiction has yet passed binding AI-companion-specific legislation, but the pace of proposal activity has accelerated. The May 2026 data also shows continued metric growth: CEI 72.3, MAU 31.4 million, MSS 34%.

Market Size and Adoption, May 2026
The AI Girlfriends Industry Index recorded 31.4 million monthly active users in May 2026, up +4.3% from 30.1 million. New registrations were 1,460,000 for the month.
Geographic distribution: North America ~36%, Europe ~26%, Asia-Pacific ~28%, other regions ~10%. Asia-Pacific continued to show the fastest absolute new-user growth. The AIGirlfriends.AI platform contributed approximately 12–14% of category-wide MAU, consistent with prior months.
Engagement and Retention, May 2026
The Companion Engagement Index registered 72.3 in May 2026, up +0.9 from 71.4. The daily active rate was 57%.
Average Daily Conversation Length was 25.2 minutes in May 2026.
Voice Adoption Rate was 48% of paid subscribers. Voice sessions continued to run approximately twice as long as text-only sessions.
The 30-Day Retention Rate for May new users was 42%. Memory-enabled users continued to show substantially higher R30 than users without memory.
Revenue, ARPU, and Willingness to Pay
Conversion-to-Paid Rate in May 2026 was 18.6%, with ARPU at $24.10 per paying user per month, per the AI Girlfriends Industry Index.
Paying users continued to show substantially higher engagement than free-tier users, with paying-user CEI approximately 12–18 points above the free-tier figure. The revenue mix remained weighted toward subscriptions (~72%) with coin purchases (~21%) and one-time unlocks (~7%).
The Monetisation Success Score (MSS), the 90-day paid conversion rate, was 34% in May 2026.
Product Trends, May 2026
Voice Adoption Rate reached 48% of paid subscribers in May 2026, approaching the 50% threshold that would mark majority adoption among paying users. R30 was 42%. ADCL was 25.2 minutes. Image generation adoption reached 34% of paid subscribers. MSS was 34%. All product metrics continued their established trajectories.
The Regulatory Map: Updated for May 2026
The November 2025 edition mapped 7 jurisdictions with active AI companion regulation. Six months later, the count is 11. The composition has changed as well as the number. The analysis below updates the regulatory landscape as of May 2026.
EU AI Act implementation. The EU AI Act entered force in August 2024, with a phased implementation timeline. By May 2026, the provisions most relevant to AI companions, transparency obligations, documentation requirements, and the high-risk classification criteria, are in their final implementation phase. AI companion platforms with EU users are expected to complete AI disclosure labeling and consent flow compliance by Q3 2026 under the current guidance timeline.
US state-level activity. Five US states have now passed or proposed age-verification requirements that apply to AI companion platforms. Two states (enacted in 2025) require platforms to verify user age before activating AI companion features. Three additional states have proposed similar legislation in Q1 2026. No federal framework has been introduced, but the state-by-state approach is creating compliance complexity for platforms serving the US market.
Asia-Pacific regulatory frameworks. Japan and South Korea have both issued guidance on AI companion content standards. Japan's framework focuses on transparency (users must be clearly informed they are interacting with AI). South Korea's framework includes reporting requirements for platforms above a user-count threshold. Both are operational as of May 2026.
The faster constraint: platform policy. The November 2025 assessment identified app-store and processor policy as faster-moving than legislation. That remains true in May 2026. Both Apple and Google updated their developer guidelines in Q1 2026 to add more specific requirements for AI companion apps: enhanced age-gating for relationship-mode features, updated consent language, and clearer AI interaction disclosures. These changes took effect within 60 days of announcement, faster than any legislative process in any jurisdiction.
The risk hierarchy for May 2026. For SFW platforms: app-store policy compliance is the immediate constraint. For adult-content platforms: payment processor compliance is the immediate constraint. For both: EU AI Act implementation is the medium-term compliance workstream. For all: state-level age-verification compliance in the US is the growing operational complexity.
Demographics and Geography
Demographic composition reflects the March 2026 updated baseline: users aged 18–24 at ~28%, 25–34 at ~31%, 35 and older at ~41%. Geographic split: North America 36%, Europe 26%, Asia-Pacific 28%, other 10%. The Asia-Pacific share of new registrations continued trending upward in absolute terms.
The Month’s Defining Shift
The defining shift in May 2026 is the acceleration of the regulatory environment. Six months ago, 7 jurisdictions had active AI companion regulation. Today, 11 do. No binding AI-companion-specific law has passed in any major jurisdiction yet, but the proposal rate has roughly doubled. The companies that will be best positioned when binding rules do arrive are the ones that have already built compliance infrastructure: age verification, AI disclosure labels, consent flows, and data documentation. Those investments are no longer optional preparation; they are the prerequisite for operating at scale in the markets where AI companion adoption is growing fastest.
What We Are Watching in June 2026
- 18-month series milestone: the June 2026 edition is the final edition of the inaugural 18-month AI Girlfriends Industry Index series. It will publish a complete 18-month trendline across all nine proprietary metrics.
- Regulatory implementation: whether any of the 11 active jurisdictions has moved from proposal to binding rule between April and June 2026.
- MSS growth: whether the 90-day conversion rate continues its trajectory from 31% (April) to the 34% recorded in this edition, and what the June figure will show.
